The Institute for Education hosted OMB Chief of Staff Emma King Doyle for an intimate evening at the Finnish Residence in D.C.
The night kicked off with cocktails and a brief overview from Ambassador Kirsti Kauppi about both the symbolism and cultural achievement displayed in various artworks and furnishings at the Residence. True to the Finnish style, the venue offered respect for tradition with paintings over 100 years old, coupled with cutting edge commitment to technology and sustainability, captured in the carpets made entirely of recycled materials.
Ms. Doyle was an unassuming tour de force. She first offered a succinct, but thorough, overview of the roles and responsibilities at OMB, then engaged attendees on their specific questions. One particularly interesting insight from IFE’s Tech in Gov lens was the effort taken by OMB to reform and modernize government processes for the digital age, for example, by working to standardize Federal agency data and technology systems in an effort to facilitate information sharing.
Ambassador Kauppi concluded the evening by telling Doyle, who is herself partially of Finnish decent, that she had “Sisu,” a Finnish term meaning courage and grit!
This year marks 100 years of independence for Finland and the Institute for Education is thankful to have been a part of their year-long celebration.

About our Special Guest: Emma Doyle is the Chief of Staff to the Director of the Office of Management and Budget, the largest component of the Executive Office of the President. Prior to joining OMB, Emma was a Government Relations Manager for Ford Motor Company in their Washington, DC office, where she handled financial services issues related to Ford Motor Credit. Emma worked for then-Rep. Mick Mulvaney (R-SC), now the OMB Director, as a legislative assistant in his House of Representatives office before moving to Ford, and began her career as a legislative staffer working on banking issues for Senator Pat Toomey (R-PA). Emma was born and raised in Pittsburgh, Pennsylvania. She graduated summa cum laude from Georgetown University and also holds a Master of Science in Finance from Georgetown’s McDonough School of Business.
About our Host: Ambassador Kirsti Kauppi has over 30 years of experience in foreign policy. She joined the Ministry for Foreign Affairs in 1983 and started working in development cooperation. Prior to coming to Washington D.C., she worked as Director General of the Political Department. Her most recent post abroad was Vienna, where she served as Ambassador of Finland and as Finland’s Permanent Representative to the International Atomic Energy Agency IAEA and the UN Agencies. She has gained international experience also in the Finnish embassies in Bangkok and Berlin, as well as in Finland’s Permanent Representation to the EU in Brussels. In addition, Ambassador Kauppi is familiar with the U.S. She worked at the Embassy of Finland in Washington D.C. in 1997-2000. Ambassador Kauppi grew up in northern Finland, in a small village close to Oulu. She studied at the Helsinki School of Economics and Business Administration and received her Master’s degree in Economics in 1981. She has always been interested in history and international affairs, so it is no surprise that she has made her career in the Ministry for Foreign Affairs.
